COUNCIL MINUTES
JANUARY 14, 2014

Mayor Don Marshall called the meeting to order.  Johnny Pate led the prayer.

Roll all present were Melissa Quearry, David Blount, Eric Blount, and Steve Nelson absent were
Nita Reams and Josh Trapp.

A motion to approve the pervious minutes was made by Melissa Quearry second by David Blount.  Motion carried by
unanimous verbal vote.  

The Clerk read Resolution No. 2014-1      RESOLUTION TO APPROVE 2014 BUDGET

Discussion was held by Melissa Quearry stating her Park Committee was working on the amount for the park.  This
budget presented has $10,000.00 for the park instead of $20,000.00.  Eric Blount stated these other expenses will
offset that amount.  Toward the end of the year maybe we could like at something like that.  The Fire Dept. an
equipment truck, Police a vehicle and repair to City Hall is all going to have to be taken into consideration.  Motion by
Melissa Quearry to budget $15,429.55 for the city park.  Motion second by Steve Nelson.  Motion failed for lack of
majority vote.

Motion by David Blount that we go with the $10,000.00 budget for the city park fund and seconded by Eric Blount.  All
in favor, votes resulted in a tie.  Mayor Don Marshall will vote to break the tie.
So the $10,000.00 budget was accepted by the council with three votes for and two against.

Resolution for the approval of the 2014 Budget, was signed by the Mayor and attest by the Clerk, attached to these
minutes.

AN ORDINANCE AMENDING ORDINANCE NO. 117, 120, 132, 137, AND 205;

FIXING SEWER RATES FOR SERVICES RENDERED BY THE SEWER SYSTEM

A motion to suspend the rules and read Ordinance No. 285 by title only a second and third time was made by Melissa

Mayor Marshall reappointed Willard Mosley and Fred Roberts to the Gosnell Planning Commission.  To show their
approval a motion by David Blount second by Steve Nelson to accept the Mayor’s appointment.  Motion carried by
unanimous verbal vote.

State of the City Address

Number 1

Some sitting here may think 2013 wasn’t a very productive year, but I do.



1)      The citizens wanted the Post Office moved to the City Hall, it was done saving thousands   of dollars a year.

2)     The citizens wanted to get rid of the mosquito contract, it was done.  We do our own spraying with no charge to
resident.

3)     We paid off a long time sewer loan early.

4)     We received a parks and tourism grant for $35,000.00 for a beautification project across the street, which will be
Phase I

5)     Mrs. Henderson and myself worked for several weeks and thanks to  Southern Bancorps Delta Bridge Project,
secure the funds to tear down the old Robs Quick Stop which has been an eyesore for years.

6)     The most important accomplishment to me in 2013 was Gosnell held it’s very own first Veteran’s Memorial
Service.  That meant a lot to me personally.



So I think 2013 was a good year.



Number 2

The city is in sound financial shape. We anticipate being able to get some things done this year that’s been put on the back
burner. When I took office in 2011 we had two full time Code Enforcement officers’ salaries. Then down to one, and last
year I chose to make that position part-time. This is saving the city money. Moving the Post Office to city hall, saving the
city money.  And Besides minor purchases for city hall, city shop, police station, I don’t spend money.  With these
savings combined with the money we will be appropriating to several projects which leads to

Our 2014 Goals

         “Security and infrastructure”

Under the new leadership of Chief Watkins at the Police Dept. I have quadrupled the jail fees in the 2014 budget. The
Police Dept. served 229 warrants, 46 disorderly conduct charges, 23 drug charges, 22 domestic violence charges and
441traffic-related charges. The chief and the guys and myself are on the same page. If your breaking the law we’re not
scared to put you in jail. We have some young officers. Two more will graduate in April, but they are becoming veterans
real  quick. Our Fire Dept. has found a new equipment truck which we hope to have in the next week. This will enhance
their abilities to fight fires and protect our city. We should all be proud of our Police Dept. and Fire Dept. They do a
tremendous job for our city.



“INFA-STRUCTURE”

         Mr. Cobb and the shop guys continue to do a great job on our trash pickup and equipment running and sewer
system. We will be replacing some meter equipment at the chlorine building in the next few weeks. We are currently
looking at a boom truck; I will show you some pictures when I’m through. But I believe a piece of equipment like this will
be more safe for our men and more effect for the city.

The Street Committee made up of David Blount, Steve Nelson and Josh Trapp discussed working on grants and different
ways of obtaining money. It was suggested they work with the Planning Commission on these ideas.



There are several buildings that need repair, City Hall, Police Station, Animal Control, Community Center. I just hope this
extremely cold weather hasn’t hurt our streets to bad which we will focus on this summer.



         I think I touched on everything and I just pray that 2014 will be a safe and productive year for our city, our county,
our state and nation. The Street Committee made up of David Blount, Steve Nelson and Josh Trapp discussed working

ideas.





         Various discussions were had on the boom truck, sidewalks, walking trail, etc.



There being no further business before the council a motion to adjourn was made by Nita Reams second by Eric Blount.  
Motion carried by unanimous verbal votes.
